Subjective comments about the latest World Rugby Rankings

July was a very busy match, with the first half of the Nations Championship and Cup.
There were several upsets, leading to changes in the rankings.  Most notably, Italy drops
7 places, following losses to Japan and Australia.  And Wales jumped back over Fiji.
Georgia jumped 3 places following wins over Uruguay and Chile.  And the United States
jumped 2 places following wins over Portugal and Spain.

Algeria drops from the rankings this month, due to insufficient matches against ranked
opponents in the past 4 years.
