Subjective comments about the latest World Rugby Rankings

March saw the conclusion of the Six Nations Championship, with two big upsets:
Scotland's win over France, and Italy's win over England.  Consequently, Italy jumped
to 5th place in the rankings, and Scotland jumped to 6th place.

Further down the rankings, Portugal jumped 3 places, following its upset over Georgia.
