Subjective comments about the latest World Rugby Rankings

This month's rankings include the results of the final two rounds of
the Six Nations Championship.  However, there were no upsets in these rounds,
so there were no changes near the top of the rankings.  The changes occurred
farther down the rankings - most notably as a result of Belgium's upset
win over the Netherlands.
