Subjective comments about the latest World Rugby Rankings

August saw a large number of Rugby World Cup warmup matches, which produced no changes at
the top of the rankings, but several changes from 7th-23rd place.

September and October will, of course, be dominated by the Rugby World Cup.

If Rugby World Cup results ended up following these rankings, then they would proceed
as follows:

Pool A:
     France
     New Zealand
     Italy
     Uruguay
     Namibia

Pool B:
     Ireland
     South Africa
     Scotland
     Tonga
     Romania

Pool C:
     Fiji
     Georgia
     Wales
     Australia
     Portugal

Pool D:
     Argentina
     England
     Samoa
     Japan
     Chile

Quarter-finals:
