Subjective comments about the latest World Rugby Rankings

September saw the conclusion of "The Rugby Championship", which produced
no changes to the rankings.  However, the passage of time has caused England's
winning record over New Zealand (thanks to its RWC2019 semifinal win) to become
too low to contribute to the rankings; as a consequence, New Zealand moved ahead
of England once again.  (This could change as a result of their match this November.)
