July was a busy month, with the major Northern Hemisphere countries visiting
the Southern Hemisphere (and France visiting Japan).  The major 'upset'
(based on last month's rankings) was Argentina's series win over Scotland,
which caused Scotland to drop 6 places, to a perhaps more realistic position.
