Subjective comments about the latest World Rugby Rankings

November was a very busy month, with most of the ranked teams in action.  There were changes
throughout the rankings, though England retained the #1 spot, thanks to it wins over Australia
and South Africa (and its RWC2019 win over New Zealand).

Other key results last month that affected the rankings included:
- Ireland and France's wins over New Zealand
- Wales's win over Australia
- Scotland's wins over Australia and Japan
- Russia's win over the Netherlands
- Kenya and Zimbabwe's wins over Brazil
- Poland's wins over Germany and Switzerland
- Lithuania's win over Switzerland

Algeria has been dropped from the rankings this month (due to insufficiently many matches
against ranked teams in the past four years).
