Subjective comments about the latest World Rugby Rankings

The Six Nations Championship concluded in March, with two upsets:
Ireland's win over England, and Scotland's win over France.
However, neither produced a change in the rankings, because England still
holds a net winning record over Ireland (thanks to its four wins over Ireland
in 2019 and 2020), and because of Ireland's and Wales's net winning record
over Scotland.

However, there were two more upsets in March: Romania's wins over Portugal and Spain.
This caused Romania to jump three places in the rankings.
